The 2026 Tangier Congress and World Summit of Local and Regional Leaders, taking place from 22 to 25 June, comes at a moment when the solutions and potential of local multilateralism can be showcased, leading to a networked multilateralism driven by local governments in partnerships with communities anchored in real needs of people, with local service provision as instruments of change and sustainability. The UCLG World Congress in 2026 is also set to be informed by the Local Social Covenant. Citizens, civil society, and local and regional leaders co-creating shared priorities, and in dialogue to place local public service provision at the center. It will be a moment to center the potential of local and regional governments beyond their value in service delivery, but also in centering the global social contract itself.

The session on the new frontier of the Municipal and Territorial Movement offers a moment for the leadership of UCLG to shape the priorities of the World Congress, and to reflect on the direction for our movement going forward. The New Frontier for our movement needs to imagine the space we occupy in the world, and calls on us to identify the ways to make it a reality, in a moment in which hope and cooperation needs to be brought back to the conversation.
