This session will explore the future of the 2030 agenda in the current political context and the implementation of the Pact for the Future, assessing all plausible scenarios that may shape the global development framework ahead: the renewal of the existing Agenda with a revised deadline; the emergence of an entirely new global framework; or the absence of a unified successor altogether. Building on the experience of local and regional governments in implementing global agendas on the ground, the discussion will examine how each scenario would affect the architecture of multilateral engagement, and the political positioning of local democracy, public services and territorial cohesion. Particular attention will be given to the need for structured, predictable and distinct participation of our constituency within the multilateral systems, the consolidation of a unified political voice through the Global Taskforce, and the role of the Local Social Covenant as a compass for reaffirming and renegotiating shared priorities in a potentially fragmented global landscape.Â
By situating these debates within broader multilateral dynamics - from ECOSOC and the High-Level Political Forum reform to parallel processes in the G20, G7, BRICS and other fora - the session aims to discuss how local multilateralism can remain coherent, influential and indispensable regardless of the outcome of the post-2030 negotiations.
