A Local Social Covenant towards ADEQUATE HOUSING FOR ALL

Preamble
United Cities and Local Governments (UCLG), the world organization of local and regional governments, together with civil society partners and global stakeholders, addresses the global housing crisis as a critical component of achieving equitable, inclusive, and sustainable development. Through collaborations with grassroots organizations, advocacy networks, and multilateral institutions, UCLG fosters a collective approach to promote housing justice.
Guided by the principles of care, equality, and intergenerational responsibility, UCLG promotes the right to adequate housing as a foundation for dignity and shared prosperity.
This shared effort leverages the expertise and leadership of local governments, the insights of civil society, and the active participation of communities to co-create solutions that uphold the right to adequate housing and place it at the center of a new social contract grounded in care, equality and human rights, and delivered through local public service provision. Together, we aim to advance a Local Social Covenant that places housing at the heart of a renewed global agenda for justice and sustainability for current and future generations.
