🔴 The UCLG Youth Caucus

Youth participation is a cornerstone of UCLG’s vision for inclusive and democratic local governance. Yet the scale and urgency of today’s global challenges—climate crisis, rising inequalities, democratic backsliding, and the digital transformation—demand a renewed, institutionalized, and forward-looking approach. The Youth Caucus of the Local Social Covenant embodies this renewal: it is both a political and generational commitment to ensure that young people are not only participants but co-authors of local and global governance. 

The core purpose of the Youth Caucus is to embody and articulate collective representation of young people. Based on geographical and institutional balance, as well as reflecting the diversity of the Municipal Movement and its global alliances, the Youth Caucus includes: 

• Young UCLG members;

• Youth leaders from civil society.

By 2026, the Youth Caucus will have ensured that the youth meaningful participation lens is transversal throughout the Local Social Covenant, integrating youth priorities into policy discussions towards and during the next UCLG World Congress.
