UCLG Caucuses

Anchoring the next political mandate of United Cities and Local Governments (UCLG) through youth and women’s leadership and social dialogue

About this process

As part of the preparations towards the UCLG Word Congress and World Summit in Tangier (June 2026), UCLG developed the Local Social Covenant to structure the development of its next political mandate, to be adopted at the World Congress. The Covenant aims at consolidating a coherent set of priorities and commitments to guide local and regional government’s contributions to debates on the global agenda beyond 2030. Including transversal priorities on care, anti-discrimination and youth participation, the Covenant focuses on eight thematic pillars: New Essentials, Housing, Food systems, Public Health, Climate Justice, Conflict Prevention, Culture, and Local Finance. It advances along three key tracks:

  • High-level political commitments;

  • Actionable solutions that deliver lasting change for present and future generations;

  • Multilateral strategies to anchor the priorities in global agendas for localized cooperation.

Within this architecture, the establishment of three Caucuses—Youth, Women, and Workers—responds to the need for representation from constituencies central to delivering UCLG’s mandate. They channel voices, visions, and strategies that are foundational to building the cities and territories of care and democracy envisioned in the UCLG Pact for the Future. The Caucuses play an active role in our processes, shaping our agenda and connecting with: UCLG Governing Bodies and Policy Councils, and the Tangier Town Hall (organized civil society and stakeholders).

The core purpose of the Caucuses lies in their capacity to embody and organize collective representation, a living practice of shared leadership shaping UCLG’s political agenda. Their main roles are to contribute to the Tangier Town Hall and Policy Council discussions under the Local Social Covenant, and to support the preparation of the political outcome of the UCLG World Congress by bringing forward the priorities of youth, women, and workers.

The Youth Caucus brings together young UCLG members and youth representatives from civil society organizations and networks. The Women’s Caucus unites UCLG members with grassroots women’s organizations and civil society allies. The Workers Caucus comprises representatives of unions affiliated with Public Services International (PSI) and UCLG members. Each Caucus ensures geographical, generational, and institutional balance, reflecting the diversity of the Municipal Movement and its global alliances.
