🔵 The UCLG Workers’ Caucus

The UCLG Pact for the Future, adopted in 2022, recognizes local public service provision as local care systems, a cornerstone of democratic governance and a pathway to equality and sustainability. From the local nurse to the sanitation worker, from the teacher to the transport operator, local public service workers are the daily guarantors of rights and social cohesion. 

Building on this foundation, the long-standing alliance between UCLG and Public Services International (PSI) strengthens collaboration between local governments and workers’ unions. PSI is the Global Union Federation of more than 700 trade unions representing 30 million workers in 154 countries. Recognizing this constituency as integral to the Municipal Movement, UCLG and PSI are developing a Global Framework Agreement on Social Dialogue and Cooperation, to be adopted at the 2026 UCLG World Congress, with the objective of establishing a structured mechanism for dialogue between UCLG’s political leadership and local public service workers. 

As the Joint Committee envisioned by this agreement framework, the Workers’ Caucus brings together: 

• Trade unions and federations affiliated with PSI;

• UCLG members. 

By 2026 and beyond, the Workers’ Caucus will contribute to shaping UCLG’s renewed political mandate and institutionalize social dialogue in UCLG’s governance, reimagining local public service provision as a commoning practice and a pillar of equality.
