A Local Social Covenant towards HEALTH FOR ALL

Preamble
United Cities and Local Governments (UCLG), the world organization of local and regional governments, together with civil society partners and global stakeholders, recognizes the urgent need to prioritize health within our cities and territories as a fundamental pillar of a renewed social contract. Health is not just an individual need, but a collective human right.
The UN Secretary-General’s Common Agenda underscores the imperative to advance universal social protection, including healthcare and social welfare. However, the world is far from achieving Sustainable Development Goal 3 (Good Health and Well-being), and risks ending decades of progress.
UCLG advocates for a bottom-up, localized approach to health governance, securing a central role for local and regional governments in policies that can ensure healthy lives for all citizens, and ensure that health is understood as a public good. Together, we aim to develop a Local Social Covenant that enshrines health, rooted in principles of care, equality, and intergenerational responsibility, ensuring that health services are accessible, inclusive, and future-proof.
