A Local Social Covenant towards ACCESS TO LOCAL FINANCE

Preamble
United Cities and Local Governments (UCLG), representing local and regional governments worldwide, together with civil society and global partners, acknowledges the urgent need to strengthen access to local finance as a fundamental pillar for sustainable development, resilience, and social justice. Local and regional governments are at the forefront of delivering public services and achieving global agendas, yet they face persistent financial constraints that hinder their ability to address pressing challenges such as climate change, urbanization, and social inequality.
Guided by principles of care, equality, and intergenerational responsibility, UCLG promotes equitable, sustainable, and resilient financing frameworks that empower local and regional governments. Adequate financing is essential to ensure local governments can fulfill their mandates, foster inclusive economic growth, and uphold the right to public services for all. Our Local Social Covenant places access to local finance as a pre-condition for a renewed global agenda for just and sustainable development, for both present and future generations.
