A Local Social Covenant towards CLIMATE JUSTICE

Preamble
United Cities and Local Governments (UCLG), the global organization of local and regional governments, alongside civil society partners and global stakeholders, recognizes climate justice as an urgent imperative for building equitable, sustainable, and resilient communities. Climate change is not just an environmental issue but a fundamental matter of justice, human rights, and socio-economic equity.
Climate justice demands a systemic transformation in governance, public service provision, and resource distribution to ensure that those most affected by the climate crisis—marginalized communities, informal workers, women, youth, and indigenous peoples—are at the center of decision-making. A just transition to a sustainable future must be inclusive, locally driven, and rooted in principles of intergenerational responsibility, care, and equality.
This Local Social Covenant places climate justice at the heart of a renewed global agenda, fostering multilevel governance, rights-based climate action, and people-centered adaptation, loss and damage, and mitigation strategies.
