The UCLG Congress and World Summit of Local and Regional Leaders is the flagship gathering of cities, regions, and their associations—bringing together mayors, governors, councillors, civil society partners, and representatives from the international system from around the globe.
The 2026 Tangier Congress and World Summit of Local and Regional Leaders, taking place from 22 to 25 June, comes at a moment when the solutions and potential of local multilateralism can be showcased, leading to a networked multilateralism driven by local governments in partnerships with communities – anchored in real needs of people, with local service provision as instruments of change and sustainability.

The UCLG World Congress is the space for decision-making through its Statutory Track, which represents the institutional heart of the Congress – the space where the democratic pulse of the World Organization is most strongly felt. Open to UCLG members, it brings together UCLG’s Governing Bodies, to define our collective policies, shape our work plan, and lead the renewal of our political leadership.
In line with the statutory logic, the last session of the Executive Bureau for the current mandate will take place, followed by the General Assembly that gathers all members of UCLG, and the first meeting of the newly appointed World Council for the 2026-2029 mandate.
Alongside the formal governance agenda, the statutory meetings will feature a series of high-level dialogues aimed at advancing the political priorities and implementation pathways of the Local Social Covenant that will lead to the Tangier Outcome Document.
